I mean, if we're going with that route, shall we also blame Bush and Clinton for not amassing a larger stockpile so it would be less depleted after Obama's terms? Yeah, Obama should have replenished the stockpile. But it's been three years since Obama was in office. That's more than enough time for Trump to have corrected Obama's error, so if anyone needs to be held accountable for the current shortfall, it's Trump.

Now, if Trump had been trying to replenish the supply and simply not been able to pull it off before this happened? Then Obama would deserve some blame, because that would be a consequence of the magnitude of the problem he left behind. But the fact that it's still a problem is 100% because Trump has failed to do anything about it. The root cause is distant enough that focusing on more proximal causes is far more reasonable.
