Yeah, even if Squenix is one big company, most of the subunits operate relatively independently from each other iirc.

Dragon Quest is literally just Squenix handing a blank cheque to Yuji Horii to make whatever he wants. I know for the first 8 Dragon Quests, Squenix didn't even develop it internally and instead outsource it to some other studio like Chunsoft or Level 5.

Final Fantasy's biggest issue for why all the recent games have been lackluster is that it's a RPG series with high sales expectations that's supposed to target both Japanese and Western mainstreams and for the most part, what the Japanese mainstream and what the Western mainstream want have diverged significantly since the early 2000s. What we end up is some soul-less chimera product like FFXV that somehow disappoints both.

It's much easier to develop a game like Persona 5 or Dragon Quest XI that's built towards a smaller group rather than an FF game that has to satisfy a huge variety of tastes.
