Well, I can take it one of three ways I think.
When the looting starts, the shooting starts. Does he mean the looters are the shooters so that's why the national guard has to come in?

The looting starts, the shooting starts. Does he mean gunning down looters ala the what Army campus protest shooting? (Campus might be wrong?).
I mean, I am concerned. It is a scenario where our commander in chief with his terrible dialect and speech confuses the situation. I wish every day we had a person in office with the policies that was able to talk coherently and without "gaslighting" situations. Hopefully Biden will do a better job at it. (Or at least his cabinet).
