Edit: Majora's Mask did seem to start in the Lost Woods and he accidentally fell into Termina, so I think he didn't intend to just wander off with things he was supposed to return. He also goes back to the woods, so it's not a stretch to say he returned it. Oh, and the Hero's Shade doesn't have it in TP. Edit2: Actually, I wonder if it has the same name in the original Japanese game. I'd have to ask around.
