In general, people against the vaccine are seen as very negative. But being against the mandate is very obviously a different argument and stance. People making the claim they are the same are the same folk who say You spank your kids? You beat them. Even if you using dictionary definitions, you are abusing the word with the most negative connotation to discredit someone.
