Oh, there are two choices. One of them helps to control the public health crisis that has been ravaging the world for the past two years. One of them does not. That's not a difficult choice. There is a clear right and wrong there. Those that choose the wrong choice present a risk to those around them, so the consequence of that choice has to be to limit their ability to endanger others, which means limiting their access to public spaces (as much as is feasible without actually harming them).

Any system or person who thinks that choice does not belong to the individual is wrong.

The choice does belong to the individual. Choices have consequences, though, and sometimes those consequences require further actions against the individual to limit the impact those consequences can have on people that didn't make the wrong choice.
