They effectively subsidize it. Something ridiculous like 50% of Walmart's workforce is on welfare, which effectively means the government is paying the workers the rest of the living wage Walmart doesn't want to give them.

Except for the part where, historically, increases in minimum wage generally have not driven inflation. As intuitive as your interpretation seems, it's just not how it works.
