They're special interest organizations (usually nonprofits) that support people in their population. They might have programs to help, or just to connect you with social workers who know the issue and who to talk to. I don't know Canada's system well, the only one I can find is Dying with Dignity Canada. You can try giving them a call and ask them about their advocacy programs to support clients who were wrongfully rejected. 4164863998 is the only number I can find.
