No shot in Hell Raiden is faster than Quick Man, who is explicitly designed to be the fastest from the metals he's made of and is easily compared to "man who is an actual race car" (to say nothing about the Megamix manga claiming "four times faster than light speed", which... yeah ok sure). Mega Man can at least keep up with Raiden's movements to get a Flash Stopper off when the guy's coming right at him. From there, I take V or Zeratul to get in a fatal blow on half-health Raiden. The other one there is absolute overkill.
