Clearly there have been de facto changes to the rules, they just aren't official, as boards are now being shut down that were allowed to operate under the "rules that have not been changed", and the existing rules cannot be cited to explain why.

There's nothing to explain, Fandom wants the boards gone so they're gone.They don't have to justify or explain it, that's just what they decided to do.

When I say the rules haven't changed I'm referring to how we deal with marked messages because that's where our involvement in the site begins and ends.
