So who is responsible for that? Surely there's some communication channel between the moderators and administration, since if they ever do decide to change the site rules you'd need to communicate with them on how to enforce that. Is it all just DToast's personal whims unless his superiors say otherwise? Are there other people who can make those calls?

The people responsible for managing the site are the administrators, and they directly communicate with whoever's in charge of them at Fandom.

We naturally can talk to the admins when it concerns board moderation but otherwise whatever discussion happens between admins and Fandom obviously doesn't include us as we are not employees and do not need to be included.
