That's because it's a Gold Certificate, not a Federal Reserve Note. The government had to keep a quantity of gold in the reserve equal to the dollar value of the certificates in circulation. And you could cash it in and receive that amount of gold any time you wanted.

They also used to have Silver Certificates. Same idea, but backed by silver. They were kind of boring looking.

Both bills are still legal tender, but you can no longer cash them in for metal. Generally their collector's value is higher than their face value.
