I don't think that's true. I think they're just more durable. I can get through them just fine.

My general rule of rock smashing is:

The normal brown colored rocks break from one bomb. The blue ones take two (assuming you throw the bomb at the same spot each time.) It was super early in the game for me, like first day or tw, so I may be remembering this incorrectly but over at Hyrule Castle I think there may have been like... black rocks or something that took even more but even they broke after enough bombs were thrown at them, though at first they were so beefy I almost gave up initially.

The only rocks I think may be genuinely unbreakable from just throwing bombs at them until they fall are the weird ones at Death Mountain that look like they're tainted by Gloom or some other weird red thing. But they're only there and I can maybe count them on one hand. Though I think a shrine is behind one based on radar pings.
