What kind of stuff do they do, though? There's a high school kid across the street who has no muffler on his car, so when he leaves for school at 6:30am, he wakes up the entire neighborhood. Several racist/MAGA's Another neighbor who doesn't take care of his lawn and his weeds have spread to four other peoples' lawns People who set of fireworks on non-holidays People with garages full of junk so they end up parking on the street, making it essentially a one-way street.
