As adults we generally need to behave in a certain way to function in society, to keep a job and stay out of jail. School kids represent what humans really are. Hateful bullies who dogpile on the different and the weak. It's instinctual.

I tend to think it has more to do with how we are socialized and incentivized to do so that manipulates us by taking advantage of our most base and primitive survival instincts.

No one wants to be ostracized by the tribe, that would mean loneliness and likely death throughout the vast majority of our existence as social animals. When put in an artificially stressful, competitive situation like school the "different and weak" become easy targets to single out because if the "tribe" is focused on shunning and cutting them away, they won't be focused on shunning and exiling YOU for your flaws and shortcomings.
