Ive worked in aerospace for about 7 1/2 years now, I can almost guarantee that not only is this correct, but additional comments were along the lines of not a value added department and we cant let them find more things wrong. I have heard the former first-hand from the manager at my previous company about why QA isnt important, and the latter second-hand where I currently work allegedly from our own Quality Assurance System lead when we were exploring getting more advanced inspection equipment. Trust me, management across aerospace is actively hostile towards QA as a function and literally only tolerates it because AS9100 required rigorous documentation. But as Boeing has demonstrated, clearly you can get away with actively undermining QA and face zero meaningful consequences.
