those are because of enigma, a DRM they started using because of a nude chun li mod at a tournament. unfortunately it's also a cheaply made russian DRM that's utterly shit at its job and ended up breaking compatibility with Linux/Steam Deck, as well as with a bunch of mods, as well as tanking performance.

they added it to a ton of old games and it's seemingly random on when they add it. single player, multiplayer, doesn't matter. of course, since it's a terrible DRM it's also stupidly easy to crack and so any release with it gets a crack within hours and is magically playable. so basically, pirates win again.

i'm not sure if Dragon's Dogma 2 has it or not, have seen some claims saying it does but not sure it's real or just them looking at other Capcom games. i mean it'll be in there eventually but it wouldn't surprise me if a mix of poor DRM implementation caused shit to break. wouldn't be the first time.
