Russia had already been attacked, Korea was possibly preparing to launch a nuclear attack and the president had been moved to a secure location. So it seems like the nuclear apocalypse was worldwide due to WW3 breaking out. But before 6's release, the narrative director said the games aren't connected. So that may explain the weird disconnect there. Like maybe it's an alternate timeline kind of deal.
