In DBD, killers who want to bm can walk back and forth over a survivor in dying state to simulate "humping". We can't just remove players ability to control their characters movement to stop any form of BM that could be interrupted as SA.
I get where you are coming from, but many games have crouching as a mechanic. There are reasons a player may need to make their hitbox smaller or hide their model from LoS.
