What do you mean tc?

'%' means 'hundredth' or '1/100'
1% = one 'hundredth'
100% = one-hundred 'hundredth' = 1 (one)

To convert from decimal / fraction to % just multiply it by 100%. It's the same as multiplying it by 1 (see above, 100% = 1)
2/100 = 0.02 = 0.02 * 100% = 2%
3.14 = 3.14 * 100% = 314%
