For new players it can be. There's a questline pre-requisite. But once you finish that, you need to go into 1 of 3 military silos that will throw hundreds of security robots at you while you slowly break through the security clearances and make your way down.

The average time to do all of that solo is about 15-25 minutes. With no experience though, some players take over an hour. But usually, launching a nuke is done to trigger one of the bosses, not to grief players.

Yeah, despite all of the hate it got at launch, it's a good game now with a very friendly community. I started playing it in 2023 and when I started, this random high level player gave me a ton of stimpacks, radaway, purified water and a gun with some ammo. And there are a lot of stories of new players getting free goodies like that.
