Dude, there are already companies that have given vision to blind people with stuff like this. All this chip does is move EEG technology and how it's used to under the skin in the same way a pacemaker no longer has to be worn outside the body. You're either thinking too narrowly or just fundamentally don't understand how brain patterns get used today to convert signals to something computer-readable if you're stuck on "brains can't talk to computers" as an issue.

EDIT: That's not to say everything is possible. Just that you're way behind on the technology and its medical uses if you're looking at Elon's atrocity and going "well here we go, this entire branch of research is a dead end."
