I'm not familiar with the law regarding stuff like this, but why would the city needed him to hide his boat to begin with? One article I saw mentioned that some of his neighbors are now commissioning the same artist to paint their boat fences, so it looks like the entire city has some weird law on the books where boats have to be behind fences for some reason.
