That was a combination of the person being interviewed not fully explaining correctly and media overreaction. What the guy was saying is that Wendys was going to start doing essentially a "happy hour" pricing similar to what Taco Bell has but now that the stores are getting digital signs, they could be updated in real time to reflect the pricing at that time instead of just having a sign that says there's "happy hour" pricing and leaving it up to customers to figure out what items were involved and the pricing. At this point the damage has been done though and they aren't even planning on doing that because everyone became convinced that Wendys was planning to charge higher prices when its busier.
