Making it exclusive to D+ is more Disney wanting all the Who bucks now it's on an upswing even though it's going to throttle the views vs having multiple avenues to view it. We used to grab it on Amazon Prime video for example. Who had been through several streaming locations( at least Max, Prime, and Netflix), but they were all much delayed internationally (unless you had BBC America I think) and did season drops after the seasons were over.
