It was literally intended to be called RE3, but Sony shenanigans wanted a 'full trilogy' of numbered RE titles on the PS1, so Nemesis got the number to go with its subtitle, whereas Code Veronica just had the subtitle. And it advances the plot (what plot RE can really be said to have) more than Nemesis did. Nemesis said 'hey Jill escaped Raccoon City around the same time Claire and Leon did, and the city got nuked'. Code Veronica gives us a lot more information on Umbrella and its origins, brings back dumbshit Wesker, and actually picks the story up further along down the line than Nemesis' pseudo-interquel ass. All things more important than knowing a character left town, and a town we'll never go to again is gone--and for having one of its own cities nuked by its own government, the event has been basically an afterthought in the series since.
