If their sentence is going to be over during (or before) the term they're voting for, I agree. Otherwise, nope; they're removed from society for that term, they shouldn't get to influence it either. Once they're released, they should get that right back, though, and I'm perfectly fine with extending it to voting on a term where they will be released mid-term.
Loitering is a crime because Jim Crow era politicians figured out you could disenfranchise black people by criminalizing completely normal behavior, arresting them and only them for it, and preventing prisoners from voting. Stripping the right to vote under ANY circumstances is ripe for abuse. Homosexuality used to be a crime; would you have stripped a person of their vote just because they're gay?
