There have been a number of proposals that even hamas has agreed to, but israel doesn't want to go through with any of them, so the US continues to claim that they're pushing for a ceasefire deal without intending to actually agree to one. Also, 40,000 has been the figure for a while now even though israel hasn't stopped its campaign of genocide.
