Cities tiles are supposed to be just that, the city you founded. No matter how many people live in it.

It's an icon, just like a military unit. A tank unit isn't supposed to be composed of individual tanks that you have to click on (and upgrade/repair/modify individually). You just click on the tank unit icon.

And the same applies on the civil side as well (for cities).

Making districts breaks that distinction, making it more of a city simulator, like SimCity... and less like a strategy game.

Which was a bad idea to me.
