Yeah, but then you'd have to live in West Virginia. And if you've never been, well, it's one of those states you'd reeeeaaallllly want to go visit first, to be sure.

Anyways, I'd probably say:

New York>Pennsylvania>California>North Carolina>Michigan>Illinois>Ohio>Georgia>Texas=Florida

In all cases, really depends on which part of the state as well. I could probably live out of NYC, but I'd likely want to be there or close. PA sucks ass unless you're in Pitt or Philly. Cali has lots of options but would be COL dependent.

Florida and Texas are different circles of hell. Maybe Texas>, just because the weather isn't as awful, and small pockets of it are OK. Florida would just be shitty tourists, snowbirds, and endless natural disasters, with arguably the worst people in America.
