Regardless if you make it solid it at the beginning it will return to a liquid should the temperature around it be high enough to cause that. In other words you would have to freeze everything around you to keep it as ice or be in a cold enough environment to begin with. Unless the ice you are making is magical and does not melt like normal ice you would have to assume you are potentially adding more water to the earths atmosphere and that likely could spell disaster sooner rather than later if people keep it up long enough and judging by the poll that seems likely.
