FIA saying it's because he braked nearly twice as hard as Russell who didn't get a penalty a few rounds ago. I'm just like why did the race director call the safety car that late into the lap? Oscar either gets penalized for overtaking the safety car as it enters the pit lane or what he got even though he was clearly just warming up his tires before it's time to go with the green flag at the racing line... He had the speed and clean air to stay first so Max spinning out a little bit after felt deserved for the poor gamesmanship.
