Vivi, even in the color panels and covers of the manga, is shown to be light skinned even though the name "Nefetari" is Egyptian and the anime just copied it. With that said, for most of the cast, Oda signed off on them. For instance Oda said that he saw Luffy as being Brazillian, but Inaki is Mexican at yet he did an amazing job being Luffy in the live action (which once again, was hand picked by Oda himself). oda said he just choose the name because he like how it sounded without realizing what it meant --- This is my sig.
