I logged into an old gmail account that I never use and the first thing It told me to do was enter a phone number and recovery email (which is normal), and then asked me to enter a credit card number to setup google pay. I was able to just hit cancel and skip consecutively though.

That's the first time I've ever seen google prompt me to setup google pay before. I'm not sure if this is related, just something I noticed.
