Topic	What is the deal with this random stabbing in north carolina?

It's just one of those things where, if someone shows a continuous pattern of violent crime even after serving time in jail, what should we do? Yeah it looks like his crimes were constantly escalating in intensity, and when they started to become violent then he did serve time in jail for them. Maybe his jail stay could have been longer, Idk I guess, but I don't really know what else could have been done about this guy before he finally snapped and murdered someone. --- Who is?
