But that would be thousands, so identifying which one belonged to the shooter wouldn't be easy. Assuming it was turned on. Assuming it wasn't a burner phone. They might be able to put something together to use as evidence if/when they are caught.

Actually they still get geofenced in even if the phone is off.

And since he appears to be looking away from every camera its likely that hes walked the route before.

So they can go back and look for him in earlier footage. If they find him they can run the phones in that time against the ones from the shooting.
