I'm assuming it's tied to finishing all the sidequests which is easy enough just checking boards in towns, but I want to be sure I'm not missing some other obscure requirement before I go back to the boss. Completing most sidequests is the main thing, but you also have to make sure the flea caravan is in its final location.
