It's both.
We have mirror neurons which let us feel empathy. Empathy let's us understand each other. Culture informs us on how to process those feelings. Take stealing, empathy let's you know that having something stolen from you is bad, but stealing is evolutionarily advantageous. What should happen to the thief and vicitm is informed by culture.

Correct. This is a trait earned through evolution since species that help one another are selectively favored.

I'm not saying that! I'm saying I feel like the evil atheist Christians strawman in that sometimes I ask myself who are we to say some criminal is evil, since that's not a real thing. Our concept of morals is just a construction.

Everyone is arguing with me when I'm just making a mild observation. In response to the stupid Christian premise of you need God to have morals, the response is that I don't need a sky daddy to know right from wrong. I feel like they're implying therein to an ultimately good and just moral code. But if morals are just a function of biological and cultural evolution, then there's nothing that makes it any more valid than the moral system of a burglar who says it's fine to steal.
