He shouldn't be able to take down mobs of dozens to hundreds of dudes by himself, or swing a motorcycle in a circle as an attack. But there's no real push for an in-universe justification. Meaning that, at least in-universe, it's within the realm of believability. In other words, he's just a really tough "tough guy." Spider-Man, on the other hand, is an in-universe anomaly. He had to be written with an in-universe explanation for why he's capable of lifting literal tons and why he has to hold back to avoid splattering dudes across the pavement. He sees Kiryu and assumes he's the bad guy, so he drops in and tells the other people to beat it. The fight keeps slowly escalating with Kiryu doing more and more ridiculous things, and Spider-Man starts to question if this guy is just a normal human. It ends with Kiryu and Spider-Man doing that stereotypical grab where they are doing a power struggle, it seems Kiryu is about to overpower Spider-Man when suddenly Spider-Man has that blue heat move glow appear.... They are then interrupted by the people that left earlier, and they brought back friends. "Heh, damn thugs never learn, bring it on!" Says Kiryu "Wait, are you the good guy??"
