Edit: So I went and looked up what was going on because literally handing over money to gangs sounded absolutely insane and not at all something people would literally do. They're handing out stipends to children suspects of gang violence after going through reform programs and getting them into jobs and stuff. That's radically different from what it sounded like from the title. I still think the stipends is pretty dumb, but I agree with everything else.
