A Crawford County couple on Thursday filed a lawsuit for damages sustained when they say officials forced them to decapitate their dog and take the head to the health department.

Joe Goodwin and Tosha Dacon are suing the county, Sheriff Lewis Walker and deputies James Hollis and Wesley Andrew Neesmith for $75,000 in connection with the Dec. 1, according to the lawsuit.

Under extreme emotional duress and distress, and under threat of incarceration and physical harm, Plaintiff Goodwin was forced to decapitate the dog with a knife, the lawsuit states.

Neesmith responded to a complaint about a dog on Wellington Drive. While Goodwin was at work, his 2-year-old dog, Big Boy, allegedly lunged at the deputy and Neesmith shot and killed the dog, The Atlanta Journal-Constitution previously reported.

Shortly thereafter, Hollis arrived and told Goodwin hed have to cut the dead dogs head off for rabies testing or face arrest, according to the lawsuit. He felt compelled to proceed and decapitated his pet in front of his children.

Afterward, Goodwin was too emotionally and mentally distraught to comply and, therefore, Plaintiff Dacon was required to do so, the lawsuit states.

In addition to the great physical and mental pain and suffering, which has required counseling, Goodwin lost his job as a result of the actions, the lawsuit states.

Hollis, who has a history of voluntary resignations and was previously fired from the Zebulon Police Department, was placed on administrative leave with pay during an internal investigation.

Goodwin regrets following the orders, but did as he was told because he was afraid of being shot or taken to jail. He also didnt think he could afford having a professional remove Big Boys head for a fee, The AJC previously reported.

According to Walker, who is named in the suit, Goodwin was advised by the county health department about the options regarding the decapitation and testing.

I just wish that settlements like this came out of officer funding and pensions. It would decrease the rate they do such awful things in no time.

But instead it comes from the city or state and means that much less funding for other projects that might actually help people.

The only method of testing we have involves checking the brain.

I mean the prudent thing is that if suspected, they get the shots anyways to be safe. But that's mostly when they can't get the animal.

This guy is a pos but administrative leave with pay is a good thing. You shouldn't have your livelyhood taken from you for doing your job or because you gave joe schmo a ticket and he decided to to file a complaint.

I think this should be a quick investigation that should end in job termination and in a perfect world arrest but paid administrative leave isn't vacation. You're required to be available for questioning whenever they decide to call, you can't leave town, you can't drink during work hours it's basically being cut a check to be available while there's an investigation.

Besides the fact that this would be taking the pension from people who had perfect careers and were pillars of the community retroactively and not just bad cops it would also likely make this more frequent.

If you have less funding for officers then you either have less cops and crime goes up or more likely they pay cops less or give a worse retirement. If you pay cops less you likely get worse applicants more likely to do things like this.

Exactly so it should be a very fast investigation but until the investigation is finished people should be paid so that baseless accusations don't cost someone their livelihood.

I don't get why people are so angry at cops getting leave with pay during investigations.

That's obvious common sense. It's an investigation about an accusation that has no proof.

You want cops to lose their jobs just because they were accused of something?

Or you want cops to keep working despite being under investigation?

Either stance is horrific.

Of course a cop has to be paid until the investigation is over and of course a cop can't keep working when he is under investigation.
