It depends, I think Scarlett will be a significant improvement over the base Xbox One but compared to the X not so much.

We already basically know what the specs of the PS5 and Xbox Scarlett will be. Compared to the base PS4 and Xbox One they will be significantly more powerful 4-5x faster CPU, and 8-10x more powerful GPU. Compared to the Xbox One X it won't be as big of a jump.

Neither card can reliably do 4k/60 unless you hit medium settings or lower. Likely scenario is a graphics mode at 4K/30 and a 1440p/60+fps performance mode. --- This is my signature. They'll actually have SSDs so they should at least be on par with desktop computers from ten years ago.
