Scientifically you could have it plugged in to one outlet but use the tube attachment to suck some electricity out of a different outlet, thereby charging the original and creating an energy surplus

Never do this. It can damage the outlet, and cause your house to fill up with mustard gas.

The only way that will work is if you stick a metal fork in the socket first to loosen the electricity. That'll make it easier to vacuum.
