I was thinking of picking up the 2nd one because it's on sale on the e-shop, but I'm wondering if I need to play the first one before or if it's like Final Fantasy, and it doesn't matter.

The Xenoblade games are nearly independent of each other, so it's not imperative to play the first before the second. But there are some bonus little easter eggs if you've played the first. And the way they do tie together is pretty cool. I'd definitely recommend playing both, but if you only have a chance to play 2 it still stands on its own.
