I've literally dated two people who have had reductions.

I'd ask for her reasons why and as long as it's not purely vanity I'd recommend that she looks for a good plastic surgeon who won't screw it up. I'd be supportive but I'd also try to steer in a size that's not too small. Not just for me but I wouldn't want her to go too much out and regret it later.

I would respect whatever her decision was and would never try to stop her even if I personally disagreed with it.

Probably a good idea. My wife constantly complains about how hers contribute to her back problems but the surgery is ridiculously expensive and she isnt too keen on the massive scars it would leave.
