Basically, lets say you buy a DLC cosmetic item... a Canadian Toque

With Universal DLC you can have that cosmetic in ANY game that supports universal DLC!! Terraria? Toque. CS:GO? Toque. Skyrim? Toque.

well, that's for exclusive DLCs

The benefit of Universal DLC is that a company, say Alienware, can have their logo in a bunch of different games during a promotion and then just remove it from the Universal pool when the promotion is over

A Canadian Toque would be called a micro-transaction (MTX), not downloadable content (DLC).....

DLC is actual "physical" tangible content you play on (like a new level, new island on an open world game, raids and dungeons), while MTXs is just cosmetic items that bear no weight to the game you play (like a toque, or rainbow sparkly mounts).
