Lets say n is a number. I always thought of something to the power of 1 as n*n/n. So if something was to the power of zero it would be n/n which would be n no matter what the number, but if it was zero then it wouldn't work because you would be dividing zero by zero.

Google claims it's B, which was my guess seeing as that's the limit of x^0 as x-> 0. C is the only other thing that makes sense.

this isn't as fun as .999~ = 1 because I don't think people really grasp the equations you can use to put this one together beyond cramming one night in pre-calc or so.
