Unless it's a life-threatening situation or an absolute emergency, there's no excuse for the driver to be texting while driving. Would you rather have your life or have these text convos with someone that are just not that urgent?
With me, people just have to wait until I'm done driving.

It's funny how people think that is impossible for anyone to talk on the phone and drive at the same time. Next thing you know they will call for passengers to be silent while the driver is driving.

The problem isn't that people are texting and driving at the same time It's that people who can't focus on one task, let alone two or more, are texting and driving at the same time

Drivers can't always concentrate like they need to when they're on the phone or texting. Conversing with drivers can actually hamper their concentration, too.

on paper it might be, the problem is that the police are mostly above the law anyway and doing things that would get others arrested is totally normal for them

Agreed. It's all about knowing when something is appropriate. Even using a hands-free device, I put my friend on hold when trying to move over 4 lanes in heavy traffic.

This is very true. The laws exist for a reason, and although they are imperfect, I understand them. Many people cannot handle that sort of multitasking, or don't understand what situations they can get away with it.

It's been proven that having a conversation while driving significantly impairs your ability to react as quickly when you need to, and to pay as much attention to the road. Nothing seems inherently difficult about talking and driving at the same, so you can get away with doing it having problems most of the time, but you're still driving distracted, and this a major cause of accidents. The false sense of security can't help. You might think that you can handle it, but it only takes one accident that you could have avoided if you were paying full attention to end up doing something terrible.
You have the have the sense to know when talking is appropriate or not. There are driving situations where I have told my girl to shut up because driving needed my full attention. But much of the time talking is perfectly safe.
