Yes, he's waiting for you to announce whether or not you want to use your counters on the ability he just declared. If you make no choice 24 hours after he declared his ability, it defaults to you deciding not to use any counters and his phase continues (in this case after the rolls). Unless you bold "I will counter nothing" or something along those lines, you get to make the choice for each individual ability.
