I disagree, I would agree with that if we took any Mario Kart from Double Dash onward but the more technically limited Mario Karts thrived on 1 v 1 battles. I will give Mario Kart 64 credit for Double Decker and Block Fort though. Those two maps were incredibly fun when played 1 v 1

Out of the 4 maps, one was glitched, one was unplayable, one was too big even with 4 players, and the other was just incredibly boring. And since all the projectiles travel ALONG THE GROUND, flat maps worked better.

In 4-player races, who won or lose wasn't where the fun was.
The fun was in getting triple red shells, hitting the person in front of you with one, and stopping, waiting for them to recover, hit them again, wait for them to recover, and then hit them again.
Or intentionally slowing down when you have triple shells active so the person behind you runs into you.
